UNSC 2334, which under Chapter VII of the UN Charter, binds all UN members, including Israel. It refers to the 4th Geneva Convention of which Israel is a party to, Article 49 of which prohibits the mass transfer of any civilian population of an occupying power to any occupied territory as well as the expulsion of any persons originating from such a territory concerned.

Such a transfer amounts to a war crime within the meaning of Article 8(2)(b)(viii) of the Rome Statute.
